I. Establishing the Global Context of Higher Education
There are many interesting things going on within the realm of higher education
these days. To some extent, the changes we see in higher education in general and at
universities in particular are unprecedented. And many of these changes are deeply
implicated by a variety of social processes that are global in character. For example, a
few years ago the United Nations announced that it was opening World Trade University.
The university was to be based in Canada and would offer programs in international
banking, trade law, and other areas of study useful to the advance of global trade. Within
my own country, universities such as Michigan State University and Pennsylvania State
